Jerry-- A big question! I have some serious reservations about the charter school movement. My main concern is the issue raised by Michael in terms of the differences between those in "rich" and those in "poor" areas. Are all created equal? Another question that comes to mind is this: if we apply some of the rules (or allow exemption from some of them) that seem to be applied to charter schools to our public schools, provide them with the resources and allow them to be creative in their approach to structgure, curriculum (within certain guidelines), etc., what would be the outcome? I see some interesting responses to your question in discussion.
